04. Dynamic Political Systems

The following appears to be a standard reoccurrence world-wide - long standing corrupt political parties with a penchant for avarice and rooted in nepotism/cronyism and unholy alliances. How do you tackle such a menace and still deliver the values expected of a well-meant democratic system??

The answer, to me, seems to be around the concept of dynamic political systems. In this design, each citizen registered as a voter should be assigned to at least 3 to 5 or more social groups. These social systems or groupings (the same groups which is also defining some values for adoption) may or may not be legally registered. (Please refer to my other article - https://www.mayoan.com/post/7-about-the-value-system). I expect these groupings to have at least some lower limit criteria on the count of memberships and about its origin and functioning. These groups may have the option to register under the rules stipulated by the constitution.

For those who do not choose to associate with any groupings, AI technologies can be deployed on a person's education, profession, gender, age, economic background etc., to assign him the default groupings. There should be an option for the person to accept the assignment or modify and accept. This should be made mandatory and should be enforced in some easy-to-use manner.

I consider these social groupings to become the foundation of the dynamic political systems. Thus, for me, a dynamic political system is a concept where the political parties are dynamically formed before the elections (may be 6 - 8 months before the election date). By election, here, I mean the main elections resulting in the formation of local and national governments. These groups are expected to announce their core vision, mission, and G&Os. Those groups, where there is a sync in the ideologies may form alliances. The sync can be based on complimenting principles or matching principles. Transparent negotiations can happen between the groups on forging alliances. At the end of this phase, the top 5/10 or any number of alliances (based on the number of members) should be published for public feedback. Finally, after the consideration of public feedback, the top three alliances should be allowed to form the political parties that will contest in the elections. Again, AI technologies can be used to publish expected popular alliances and aid in the formation of meaningful and strong alliances that root for the nationalist interests.

The announcement of political parties must happen probably about 6 months in advance to the elections. The process of electing the candidates from the dynamic political parties should be expected to be smooth and should be part of the alliance forming negotiations. Thus, the new political parties dynamically, , will have about 6 months for campaign before elections.

The entire process starting from alliance formation till declaring the leadership should be over in about a year roughly - 6 months for alliances to emerge and resulting in dynamic political parties and their candidatures and 6 months for campaigning before the election dates.

Issues affecting the nation as a whole should be subjected to 2 phase voting - one by the electoral vote by the elected representatives of the democratic system and followed by the popular voting by the citizens eligible for voting. By this, we will note if the elected representatives are principally aligned with the citizen's expectations or not. And, if they are difference, further course of action can be planned.

The whole process will be effective if the following controls are applied to the processes:

  1. No elected representative is locked-in as elector for the entirety of the term. The alliance or the popular vote should have the right to recall them at any time based on events like allegations of corruption.

  2. The public can provide feedback on the candidatures after the alliances are formed. This can be powered by AI resulting in useful suggestions.

  3. The elected representatives should be expected to provide a publicly visible journal of their activities during their term.

  4. Any alliance can be provided 2 chances to appear in the election of the local and central governments.

  5. Any elected member can be provided 2 chances each to appear in the election of the local and central governments.

  6. Strong background check on the candidate's education, professional performance etc, should be part of the due diligence process before the candidatures are announced.

  7. If any alliances are failing, then alternate arbitrary mechanisms, legal recourses etc., can be considered. This process should also evaluate the idea of any alliance that joined the election fray to join the newly formed political parties to provide stabililty and continuation of the government. The reasons for the failed alliances should also be made public by the news outlets.
