10. Administering the Economy in Novel Ways - Part 2

Let us look at the proposed functions of the above departments. I am not exhaustive in my listing of the relevant functions but sincerely hope I have added the major functions. Any additions as feedback is welcome.


1.      Central Planning Commission (CPO)

 

·       Develop, execute and continually improve and check the strategic (e.g. 100 Years), tactical (e.g. 20 years) and operational plans (e.g.  5 years) of the nation.

·       Make sure that when Government changes (i.e the party in power changes) , there are no impact to at least the strategic and tactical plans)

·       Draw up the nations economic grid model – i.e Focus on the development of all the areas (grid) of the nation. Identify the economic factor(s) that will power a administered node (e.g. at the lowest level of focus this node can be the district or county of a nation) and draw up and development and integration (to the national economy) plan.

·       Identify those resources that should be nationalized and hence should be centrally administered for the benefit of the whole nation.

·       With appropriate liaison with the state/provincial governments ensure that the economic “buzz” is healthy in the nodes.

 

 

2.      Central Statistical Organization (CSO)

 

·       Align the organizational objectives with the objectives published by the CPO.

·       Develop and store governance and operational framework for collection of data to be used for the nation’s development and improvement.

·       Be the central authority for data management – assuming the roles of Data Steward (Strategic), Data Steward (SME) and Data Custodian/Controller (IT/Infosec)

·       Publish the collective results of the data analysis over the above listed 4 complex indicators

·       Post appropriate data scrubbing, this data should be shared with the global bodies like UN to track the progress at the global level at a regular cadence.

·       Supply data for the various governmental entities including the other departments dependent on data for planning and evaluation.


 

Central Statistical Institute (CSI) under the ambit of CSO

 

·       Align the organizational objectives with the objectives published by the CPO.

·       Lead on the cutting-edge technologies needed for the CSO for the betterment of the nation.

·       Design and operationalize the technical and management frameworks related to the national data collection exercise to support CSO.

·       Design the various technical models (AI/ML, heuristic) needed for tracking the development/progress of the nation and continually improve it.

·       Design the service management interfaces to the CSO and other data dependents.

·       Aid the other government entities in the above 3 requirements.


3.      Central Bank (CB)

 

·       Align the organizational objectives with the objectives published by the CPO.

·       Administer monetary policies (cash reserve ratios, interest rates, strategic reserves like gold)

·       Administer fiscal policy (government spend-direction, time and quantum, tax rates)

·       Aid the government to convert from fiat currency to a commodity-based currency

·       Develop a verifiable process to print currency based on strategic reserves and GDP.

·       Advise the central and state governments on the implementation of the universal basic income program.

·       Track the flow of currencies in the various parts of the nation’s financial eco-system.

·       Lead on the effort to digitize the financial systems of the nation (including promotion of electronic payments over cash payments)

·       Identify intelligent ways to use the block chain systems including crypto currencies.

·       Supply the relevant data for the complex indicators tracking the nations progress.


 

4.      Ministry of Environment and Sustainability (MES)

 

·       Align the organizational objectives with the objectives published by the CPO.

·       Supply the relevant data for the complex indicators tracking the nations progress.

·       Develop a nationwide ESG plan from sources like UN SDG as applicable to the nation.

·       Develop a blueprint for converting to green economy and continually improve it.

·       Track the ESG indicators of the nation


 

5.      Ministry of Finance (MoF)

 

·       Align the organizational objectives with the objectives published by the CPO.

·       Supply the relevant data for the complex indicators tracking the nations progress.

·       Budget, direct and control the deployment of funds

·     Evaluate the performance of the funds deployed in terms of economic returns and other economic performance indicators.

·       Track the sources and application of funds of the strategic and tactical plans of the nation

·       Develop the tax regimes relevant to the nation

·       Oversee the tax collection


6.      Ministry of Infrastructure and Industrialization (MII)


·       Align the organizational objectives with the objectives published by the CPO.

·       Supply the relevant data for the complex indicators tracking the nations progress.

·       Create and R&D institution that will pioneer the latest technologies and identify ways to operationalize the learnings. This institution should also take care of the concerns of the MES.

·       Create an industrial base to support strategic infrastructure and industries

·       Operationalize a system of bases and networks holding strategic equipment and personnel that aid in rapid construction and deployment

·       Implement plan around GII and Interface with MoE on all critical aspects of GII.

·       Develop high end operational research oriented central IT systems that can support transport networks and nodes covering road ways, railways and waterways. The nodes can be container exchange stations, markets, distribution centers, ports, harbors, bus and railway stations, ware houses, food storages, cold storages, storages of other economic resources. etc.,


 

7.      Ministry of Human Welfare (MHW)

 

·       Align the organizational objectives with the objectives published by the CPO.

·       Supply the relevant data for the complex indicators tracking the nations progress.

·       Develop a nationwide sustainable, economic healthcare plan.

·       Develop a nationwide health care infrastructure consisting of public and private bodies.

·       Develop a charter for all healthcare workers and other tier-1 workers who have public interface responsibilities.

·       Track the EHS aspects of the nation

·       Ensure that there are processes that verify if the salaries paid to population are in tune with the laws and regulations.

·       Track and control the highest to lowest salary ratio among various salary bands.

·       Implement plan around HDI and Interface with MoE on all critical aspects of HDI.

·       Developing smart plans by liaising with other government departments to ensure quality family time for

every one like


-Ensuring adequate container exchange stations on national transport grid , so that a container driver who is driving more than 4 hours is served by a station for exchanging the load and thus enabling him to return to his family base on the return trip.

-Ensuring the development of satellite township where large government deployments happen as in bases of army, other security apparatus, mining townships, other places where resources are harnessed on a continual basis.

-Ensuring that transfers related to jobs happens only on request raised by the employee and not by random discretions thus enabling a person to work continuously in one place and thereby granting him a chance to buy his own home.

-Ensure digital options for workplace and promoting work-from-anywhere where applicable.
