13. Some Strategies meant for a Pro-People Government

Now based on the classification type of a government, we can derive pro-people strategies that may be well received.


First let us look at the classification type of a political system of a country:

The possible types include but not limited to Anarchy, Aristocracy, Bureaucracy, Capitalism, Confederation, Communism, Democracy, Fascism etc., We probably have seen various types of governments that functioned in the past under any of these declared types.


The best option, in my opinion is to adopt the democratic form of government.

Hence, the iron clad constitution should register in in its founding charter that the type of government adopted will be democratic. The general accepted principles of a democratically functioning government apply here that can be further elaborated in the founding charter. The founding charter should also register the basic rights of an individual and the basic rights of groups that matter. Other articles, laws and regulations can follow later in the written constitution.


Next let us consider the classification type of a economic system of a country that needs to be captured in the constitution.

Here again the possible types include but are not limited to capitalism, market economy, mercantilism, mutualism, socialism, etc.,

Based on the outcomes that history has recorded in the post, we can adopt the socialism as the best candidate economic type for adoption. (Please refer to the referenced article whose link is given at the bottom)

The philosophy of a socialistic form of government states that this type of model is -

              Internationalistic with idealized future based on redistribution of wealth to fund and support social programs.

The ownership aspect of a socialistic form of government is as below –

Individuals may own property and small businesses. State ownership of essential services (electricity, water, internet)


Next, let us focus on the word- federal. Dictionary meaning of the word 'Federal' means -

'having or relating to a system of government in which several states form a unity but remain independent in internal affairs.'

Here the idea is to give freedom to the federal states, through the iron-clad constitution, to decide for themselves on whether to continue/discontinue being a federal state on a certain cadence and if the need arises. Based on the context/time , the rejoining or discontinuing can be assumed to be a very dynamic repetitive affair. In this setting, special provisions can be considered in the constitution to consider having joint security, currency, labour & economic arrangements to continue, as-it-is, even if dissociation is approved by any concerned major stakeholder. This arrangement will have the power to serve as a safety-value in times of unacceptable political turmoil and pressure. This arrangement can open up new ways of resolving disputes that go way deep into the past. Optionally, this dissociation can be staged in several milestones, possibly starting with in-principle agreement and ending in formation of separate militaries. The re-joining can also be staged.


Let us focus the essential functions/services that needs to be supported by an IDEAL federal socialistic democratic government:


  • Government will recognize the need for a dynamic political system such as the one outlined below in the article 7 of the reference section.

  • Government will create the necessary bodies of government such as the ones outlined in the articles 2,3 ,4, 5, & 6 given below in the reference section.

  • Healthcare Security:


Government will recognize the need for a national policy on this aspect and this will be used by the government to roll out a national level healthcare plan. Health care is 100% supported for all living things in that country!

  • Government will ensure that education is free 100% from elementary to doctoral pursuits.

 

 

  • Economic Security:

Government will declare a policy for UBI implementation and will adopt some form of UBI (Universal Basic Income) scheme.

  • Government will apply cap on individual’s wealth and the wealth of a company or group.

  • Government will operate on a non-profit basis. Though it is expected to keep some form of strategic reserves, largely all profits coming out of the systems that it is operating will be deposited with the nation’s central bank.

  • Any outcomes based on significant decisions of the government should be shiftable to the target (larger) group(s) recognized in the constitution that can absorb the shock better than the individuals.



  • Housing Security:

Government must mention the need to have national policy to tackle housing crisis. This should be followed by a strong and sensible plan which should be appropriately directed by the national planning commission.

  • Food Security:

National policy on food security should be adopted by the incumbent government. It is advisable to have a significant percentage of all food needs (say 60-70%) to be home grown within the national borders.

  • Physical Security:

Physical security is defined under the following bodies of governance:

1.    National External Security – Provided by the Military

2.   National Internal Security – Provided by the Police. Here we have to be extra careful not to allow the accumulation of power that leads to corruption and related evils. Hence the jurisdictional mandate of a local police should be at the lowest possible levels – say at the level of a city or a town or a village etc., only. This should never be allowed to be a national level body since a corrupt national body with lots of constitution bestowed powers can itself become a national level threat. The higher-level security function can be adequately covered by politicians and bureaucrats with the able aid of Reserve Security Forces.

Its function should also be limited to civil and criminal law enforcement.

3.   National Industrial Security Force (NISF) – To provide protection and cover to the national level strategic assets.

4.   National Strategic Reserve Security Forces – Can be in 2 parts with appropriate job rotation cadence. These 2 parts are:

§  NDRF – National Disaster Relief Force – base-camped in several strategic locations primarily aiming for disaster prevention, containing and for providing relief.

§  CRPF – Central Reserve Police Force – base-camped in several strategic locations aiming for riot control, crowd control, containing threats arising out of local militant groups etc.,

5. Additionally there can be a separate force to overlook prisoner transport, prison systems etc.,

6. Another security force can be created with adequate training facilities to protect constitutionally designated VIPs.


Preferably this group members should have a base salary along with a higher bonus when activated into actions.

  • As part of Physical Security and to ensure freedom and fairness, the constitution should separate the processes and personal responsible for policing, investigations, prosecution, punishment and re-integration post punishment term.

  • Government should ensure that all tier -1 jobs should be salaried by the Government. Please refer to the article 8 in the reference section.


  • Government should bankroll at least one major mass transport system for public benefit and should ensure its affordability. My recommendation will be to have a national railway system along with a subway system for the metropolitan cities. All the nodal stations may be supported with minimal feeder bus systems. Rest of the transport can be with the relevant business leaders and business houses.

  • Government should ensure capping of personal wealth and company wealth with appropriate safeguards and supporting mechanism. (please refer to article 8 in the reference section).

  • Government should declare the nationally important assets and should have declared an engagement/business model around them.


For example, for the Power sector, the below can be a possible strategy:

Power Generation – Part Government and Part Private

Power Transmission – Fully private owned and

Power Distribution – Part Government (for the economically under privileged) and part private.

 

Some of the national strategic assets are:

Power generation, transmission, distribution centres and facilities, Military bases, Scientific Institutions, Space Centres, Critical Manufacturing Facilities, National Data Centres, Agricultural Procurement/Storage Centres, Railway Nodal hub-Stations, Airports, Transport Nodal hub-stations, Central Bank Offices etc., This should be under the protection of   NISF as mentioned above.
